Savings Allowance for 2026: €1,000 per person, €2,000 for couples

Short answer

The saver’s allowance amounts to 1,000 euros per person and 2,000 euros for spouses who file a joint tax return (Section 20(9) of the Income Tax Act (EStG)). Investment income up to this amount is not taxed each year. With an exemption order, the bank refrains from withholding tax. On income exceeding this amount, it levies a 25 percent withholding tax plus a 5.5 percent solidarity surcharge—totaling 26.375 percent—and, if church tax is applicable, church tax as well.

Key points
  • The saver's allowance is €1,000 per person and €2,000 for married couples filing jointly, both in 2025 and 2026.
  • It replaces the actual income-related expenses related to investment income; custody fees cannot be deducted separately in addition to this.
  • If you submit a tax exemption form using the official template, the bank will not withhold any tax up to the exempted amount. You will need your identification number.
  • A non-assessment certificate issued by the tax office in your place of residence is valid for a maximum of three years and replaces the tax exemption form if no tax is expected.
  • Income exceeding the flat-rate amount is subject to a 25% withholding tax plus a 5.5% solidarity surcharge on the capital gains tax, for a total of 26.375%; the exemption threshold for the solidarity surcharge does not apply here.

What is the saver's deduction?

A fixed deduction for income from capital assets. It amounts to €1,000 per person (Section 20(9) of the Income Tax Act (EStG)) and is deducted as income-related expenses. Spouses who file a joint tax return have a combined flat-rate allowance of €2,000. The deduction of actual income-related expenses is not permitted in addition to this; therefore, custody fees and similar expenses cannot be claimed separately. The flat-rate allowance cannot exceed the amount of capital gains reported.

What is an exemption order?

An instruction to the bank not to withhold tax on investment income up to a certain amount. The law ties the waiver of tax withholding to an exemption order on the officially prescribed form, provided that the income does not exceed the flat-rate amount (Section 44a(1) and (2) of the Income Tax Act (EStG)). The instruction requires an identification number. Instructions without an identification number have been invalid since January 1, 2016 (Section 44a(2a) of the Income Tax Act (EStG)); the Federal Central Tax Office has implemented a verification procedure for this purpose.

Term

Exemption Request – An order on the official form by which a bank or financial institution exempts investment income up to the specified amount from tax.

How can the exemption order be distributed among several banks?

The flat-rate amount applies only once per person, not per bank. Therefore, anyone with accounts at multiple financial institutions must divide the amount into smaller portions. If the total of the transactions exceeds the flat-rate amount, this does not affect the amount of the flat rate (Section 20(9) of the Income Tax Act). The financial institutions report the amounts actually exempted to the BZSt by the end of February of the following year; the BZSt uses this information to detect any abusive claims.

Here's how the distribution works

  1. Total amount

The starting point is the flat rate: €1,000 per person, or €2,000 for a joint claim by spouses.

  2. Partial amounts

Each institution receives a contract for a partial amount. The total of all contracts does not exceed the lump-sum amount, because it applies only once.

  3. Identification number

Each order includes an identification number; in the case of a joint order, it includes the identification numbers of both spouses.

  4. Announcement

The institutions report the exempt amounts to the Federal Central Tax Office by the end of February each year.

What are the rules for married couples?

Spouses who file a joint tax return have a joint flat-rate allowance of €2,000. In the tax assessment, half of this amount is deducted for each spouse. If one spouse’s investment income is less than €1,000, the portion of the lump-sum allowance that exceeds this amount is deducted from the other spouse’s tax return (Section 20(9) of the Income Tax Act (EStG)). A joint exemption request requires the identification numbers of both spouses (Section 44a(2a) of the Income Tax Act (EStG)).

What is the NV certificate for, and what are the rules for children?

The NV certificate is a non-assessment certificate issued by the tax office of residence. The law also permits waiving the tax withholding if it can be assumed that no tax would be due even under the more favorable treatment test and such a certificate is available (Section 44a(1), sentence 4, and (2) of the Income Tax Act (EStG)). It is issued subject to revocation, is valid for a maximum of three years, and expires at the end of the year. If the requirements are no longer met or if the tax office requests its return, it must be returned.

The flat-rate allowance applies to every taxpayer with their own investment income, including children. An exemption request and an NV certificate are two different options: The request exempts a specific amount, while the certificate waives the tax withholding entirely.

How does the tax office handle an unused flat-rate deduction?

Upon request in the tax return. For investment income on which the bank has withheld tax, the tax may be reassessed (Section 32d(4) of the Income Tax Act (EStG)). Typical cases include an unused saver’s allowance, losses not yet taken into account, or foreign taxes not credited. You can also file this request to have the basis or amount of the tax withholding reviewed—for example, if you believe the bank calculated it incorrectly—and to claim a reduction in church tax. The details are provided in Appendix KAP.

In addition, there is the "more favorable treatment" option: Upon request, investment income is taxed at the standard rate if this results in a lower tax liability (Section 32d(6) of the Income Tax Act). The request applies uniformly to all investment income; in the case of joint assessment, it applies to both spouses.

What are the rules for income above the flat-rate amount?

Investment income is subject to a flat-rate tax of 25% (§ 32d(1) EStG). In addition, a solidarity surcharge of 5.5% of the capital gains tax applies. The exemption threshold that applies to wages and in tax assessments does not apply here: Anyone who no longer pays the solidarity surcharge on their wages will still pay it on investment income. Together, this amounts to 26.375% on income exceeding the flat-rate allowance (25% plus 5.5% of that amount). If you are subject to church tax, the tax is reduced by 25% of the church tax attributable to the capital gains (Section 32d(1) of the German Income Tax Act (EStG)); the church tax is withheld separately. The 26.375% therefore applies without church tax: When church tax is included, the withholding tax and surcharge decrease, but the church tax is added instead. The bank deducts these amounts, which is why it is referred to as withholding tax: Once deducted, the tax on these earnings is generally considered settled.

You must report income that has not been subject to withholding tax

You must report investment income that has not been subject to capital gains tax—such as income from foreign brokerage accounts, loans to private individuals, or equity investments—on your income tax return. This income will be assessed for tax purposes, regardless of whether you would otherwise be required to file a return.

Example

Sample Calculation: €1,400 in investment income, single person

  • Interest and dividends total €1,400 per calendar year.
  • The flat rate of €1,000 applies; no exemption order has been issued.
  • No church tax liability, no losses, no fund shares, no foreign tax.
Investment income€1,400.00
minus the saver's allowance- €1,000.00
The following are subject to taxation€400.00
Withholding tax: 25%€100.00
Solidarity surcharge: 5.5% of €100€5.50
Total tax€105.50

Of €1,400 in income, €400 is subject to tax. If the bank has received an exemption order for €1,000, the tax deduction for that amount is not made at the bank.

Frequently Asked Questions

Quick question, quick answer.

What happens if I exclude more than €1,000?

The flat-rate amount applies only once per person, even if the total amount of the transactions exceeds that limit (Section 20(9) of the Income Tax Act). The financial institutions report the exempt amounts annually by the end of February to the BZSt, which uses this information to detect abuse.

Does the flat-rate allowance also apply to cryptocurrency?

No, not for capital gains. The saver’s allowance is classified as income from capital assets (Section 20(9) of the Income Tax Act (EStG)). Gains from the sale of cryptocurrencies fall under § 23 EStG. A separate tax-free threshold applies there: the total gain for the calendar year remains tax-free only if it is less than €1,000; if it is exactly €1,000, the entire amount is taxable.

What is the difference between an exemption order and an NV certificate?

The exemption order exempts an amount up to the flat-rate amount. The NV certificate is issued by the tax office in the taxpayer’s place of residence and waives the tax deduction entirely if no tax is expected. It is valid for a maximum of three years (Section 44a, paras. 1 and 2, EStG).

Does a child have their own savings deduction?

Yes. The flat-rate allowance applies to every taxpayer who receives investment income, including a child with his or her own income. A child can submit an exemption request or an NV certificate just like any other person.

To which types of income does the flat-rate deduction apply?

On income from capital assets under Section 20 of the Income Tax Act (EStG), such as interest and dividends. It is deducted once per person per calendar year, not per account or bank.

Do I have to resubmit the tax exemption form every year?

Annual renewal is not required. Only the NV certificate is valid for a limited period—up to three years—and expires at the end of each year. The exemption authorization remains in effect until it is amended or revoked; however, many institutions allow a specific period to be entered on the form.
